Fondamento di questo approccio è l’utilizzo della cascata energetica (la successione di trasformazioni energetiche a temperature sempre più basse) e l’uso degli scarti di produzione di un processo come input per altri processi produttivi.
Il Piano per l’Eco-Distretto permette di definire :
a) i soggetti coinvolti nella realizzazione del distretto eco-industriale;
b) i principi guida ambientali (procedure, regole, programma management) that inform the creation of the district
